From what we know from documents from in game, Cave Johnson set up the Aperture Science Enrichment Center inside an abandoned salt mine in Michigan. Now, the only underground Salt mine in Michigan is in Wayne County, which is where Detroit is located, which means that the hobos he payed to test were homeless in Detroit. Any thoughts?
