Combine Worker Connection

I've been looking over details in the game, and I noticed the first IC Hazmat worker you see is at the first fabricator, despite the fact every other zombie in the area is a Combine Worker. After that, the first time you encounter an IC sign (ignoring the one at Alyx's lookout) and an un-zombified Hazmat worker is before the armored headcrab area.

All I'm trying to say is it seems odd that there is old containment equipment in the subway and mostly Combine Workers. I could make fan theories all day (especially because the only time we don't see Workers and Hazmat Workers together is in the construction site or the distillery), but I do think that coincidence should be noted.
