We live in chaos. Millions people died but person in charge does not say anything.

UN states, Wallace Breen prevented more people sacrifices by surrender to so called The Combine. Journalists from 7 Days - last newspapers of our city which is still published daily asked Breen, his personal and UN authorities this question but respond was just silence.

So, what do we know ? We know, that Breen was Administrator of the Black Mesa Research Facility in USA at the time of the Black Mesa Incident which created this cataclysm.

We know, that Breen was not elected by the parliament, referendum or by people.

Also we know, that in rare TV broadcasts Breen suggests to us empty banality and selfish statements about his "duty to humanity".

Unfortunately, we don't know more.

Who is Breen? What did he do during Black Mesa Incident and how he is responsible for it? Who and on what ground placed him in charge? What does he plan? Does he plan at all? Does he do negotiation with the Combine or he is their puppet?
