Half-Life 2 Leak
Flares are seen in Half-Life 2, but they are smaller, shot by a flare gun, and are only used by Metrocops and Overwatch Soldiers. The flare gun was originally to be used by the player, and can be found in the Half-Life 2 leak.
Half-Life 2: Episode One
In Episode One, usable emergency flares are introduced in the City 17 Underground. The "emergency flare" text and arrow symbols seen on the flares glow in the dark, making them easier to spot in unlit areas. Turning on when picked up by the player, a flare lasts for 25 seconds until it burns out. They can be held and thrown with the Gravity Gun, mocking the operation of a flare gun, and provide light to the player in dark areas on a long range. In addition to providing light, flares are useful as a weapon, setting Zombies, Headcrabs and Overwatch Soldiers on fire upon contact.
